国际乡村的发展与规划体现了一定的规律性并已有诸多经验，对于我 国乡村的振兴发展和规划编制实施具有重要的借鉴意义。本文梳理了国际乡 村发展理念的演变特点，明确了现阶段国际乡村发展的前沿议题，进而引荐 了国际上应对前沿议题的政策措施与规划方法。研究表明，国际乡村发展理 念经历了从城乡二元到城乡一体、从效率优先到生态优先、从单一功能到多 元价值的演变，不同国家在农业政策与生产理念、农村发展与转型阶段上存 在差异 ；目前国际乡村发展的前沿议题关注于乡村可持续发展、城乡融合与 乡村区域发展、人口外流与乡村收缩、乡村多元功能与空间、农业景观和农 业文化遗产等方面。不同国家在政策和规划的制定与实施上积累了不同的经 验，或可为我国乡村发展目标制定、规划体系建设和编制实施提供启示。

The development and planning of international villages reflect certain regularity and many experiences, which are of great significance for the revitalization and development of China’s villages as well as the preparation and implementation of planning. This paper summarizes the evolution characteristics of international rural development concepts, identifies the frontier issues of international rural development at the present stage, and then introduces international policy measures and planning methods to cope with the above frontier issues. The concept of international rural development has evolved from urban-rural duality to urban-rural unity, from efficiency priority to ecological priority, and from single function to multiple values. Countries have differences in agricultural policies and production concepts, rural development and stages of transition. The frontier issues focus on sustainable rural development, urban-rural integration and rural regional development, exodus and rural contraction, multiple rural functions and spaces, agricultural landscape and cultural heritage. Countries have accumulated certain experiences in formulating and implementing policies and plans, and have provided insights into the formulation of rural development goals, the construction of planning systems and the preparation and implementation of such plans in China.
