美国洪泛区规划与管控经验及对我国蓄滞洪区的启示

摘要:蓄滞洪区作为区域防洪韧性的重要容灾空间,其规划与管理效能直接关系到流域安全。2023 年8 月,海河流域极端暴雨洪水灾害紧急启用蓄滞洪区进行分洪调蓄,保障了首都地区及重要区域的防洪安全,但同时,蓄滞洪区内城镇也遭受了严重的灾害损失。面对日趋极端的暴雨洪水灾害,蓄滞洪区内城镇经济社会发展与容灾空间保护之间的矛盾日益突出。在国土空间规划背景下,如何科学地开展蓄滞洪区的规划和务实的管控是城乡规划领域综合防灾规划的一项重要内容。笔者汲取美国洪泛区规划与管控经验,分析其降低灾害风险和建立整体韧性体系两个维度的措施和方法,以期为我国国土空间规划中蓄滞洪区的规划调整和管控优化提供参考。
Abstract:As crucial disaster mitigation spaces for regional flood resilience, the planning and management effectiveness of flood storage and detention areas is directly linked to the security of the river basin. In August 2023, a severe rainfall and flood disaster in the Haihe River Basin led to the urgent utilization of flood storage and retention areas, ensuring flood control safety for the capital region and important areas. However, it also resulted in significant damages to urban areas within these flood storage and retention areas. Faced with increasingly extreme rainfall and flood disasters, the contradiction between the economic and social development of urban areas within flood storage and retention areas and the protection of disaster mitigation space is becoming more prominent. How to scientifically carry out planning and pragmatic control of flood storage and retention areas under the context of territorial spatial planning is an important aspect of comprehensive disaster prevention planning in urban and rural planning. Drawing upon the planning and control experience of floodplains in the United States, this paper analyzes measures and methods in the dimensions of reducing disaster risks and establishing a comprehensive resilience system. It aims to provide references for the delineation, planning, and control optimization of flood storage and retention areas in China’s territorial spatial planning.
