Subsidized Housing Estates Planning Evaluation and Improvement Strategies for Achieving Social Equity: The Case of One Subsidized Housing Estate in Guangzhou

Abstract:

As the reform and opening up deepens, promoting social equity and achieving common prosperity has become principal component of China’s path to modernization. How to mitigate the uneven and insufficient development and promote social equity have become the core issue in the field of urban planning. Based on the interpretation of the connotation of social equity, this paper reviews the research progress of subsidized housing estates (SHEs) planning for achieving social equity. Subsequently, taking Guangzhou as the case, this paper constructs a conceptual framework of social equity in SHEs planning and the related evaluation index system. Then, this paper investigates and illustrates the social equity issues emerged in planning objectives, planning process, and planning implementation outcomes of SHEs. Under such circumstances, this paper proposes strategies in terms of quality of planning documents, site selection, public participation mechanisms, public facilities/services, and public transportation facilities, in order to enhance SHEs’ social equity. This study can facilitate the promotion of social equity and the achievement of common prosperity.
