英国城市更新治理体系自二战结束以来经历了多轮调整，其中2010 年形成的“地方企业合作组织”制度曾在帮助发挥市场力量、提升政府规划效能方面取得一定成效，但在近几年被大规模清退和归并。为了探究地方企业合作组织制度的实施效果和更替原因，本文梳理其制度内涵和发展历程，基于合作治理理论建立“主体—结构—机制—环境”分析框架，总结该制度的成功经验和不足之处，并分析其合作治理过程中存在的深层矛盾。进而，笔者对如何推进我国城市更新中的公私合作治理提出了相关启示和建议，包括在主体层面建立合作场域、在结构层面明确权责分配、在机制层面加强整合协同、在环境层面注重稳定渐进等。

The British urban regeneration governance system has undergone several rounds of adjustments since the end of World War II, among which the “Local Enterprise Partnerships” system formed since 2010 has achieved certain results in empowering the market and improving the efficiency of planning governance, but it has been facing institutional integration in the past two years. In order to explore the implementation effect and dissolution reasons of the Local Enterprise Partnerships, this paper examines its institutional features and evolution, then establishes a “subject-structure-mechanism-environment” analysis framework based on the collaborative governance theory. By summarizing the strengths and shortcomings of the system, this paper goes deep into discussing the embedded paradoxes of collaborative governance. Finally, it puts forward suggestions on how to promote public-private partnerships in China’s urban regeneration, including establishing institutionalized domain for cooperation, clarifying the distribution of rights and liabilities, enhancing integration and coordination among different parties and reinforcing the stability of external environment.
