全球化浪潮带来日益紧密的经济、文化和科技联系，使得人才成为提升国家和城市竞争力的核心要素，人力资源在城市发展过程中的重要作用愈发凸显。笔者认为，在城市转型时期，人力资源、建成空间、产业体系是城市复兴发展的核心要素，人才竞争力则是城市复兴发展的长久之计。由此，笔者以瑞典传统工业城市马尔默为具体案例，采用文献研究、实地踏勘和数据分析相结合的研究方法，从人才竞争的视角梳理马尔默在1990 年代之后的城市复兴发展过程，总结其面向人才集聚的城市复兴策略，实证上述论点并为我国相似工业城市的转型发展提出针对性策略建议。建议包括：通过改善区域交通吸引周边优质人才，通过加强高等院校建设培养本地新型人才，通过城市更新为人才提供优质的生活环境，从而通过人才集聚为产业升级和城市转型奠定长久的人力资源基础，实现人力资源、建成空间、产业体系三种要素之间的良性互动与循环，以及可持续的城市复兴发展。

The process of globalization has brought about increasingly close connections among economy, culture, and technology, making talent a core element in promoting national and urban competitiveness. The important role of human resources in urban development is becoming increasingly prominent. This paper proposes that, amid urban transformation, human resources, built-up space and industrial system are the core factors for the success of urban renaissance and talent competitiveness is a fundamental pillar. Taking Malm?, a traditional industrial city in Sweden, as a concrete case, this paper adopts the research methods of literature research, field survey and data analysis to sort out the urban renaissance development process of Malm? after the 1990s from the perspective of talent competition and summarizes its urban renaissance strategy oriented to talent agglomeration. It then puts forward some strategies for China’s industrial cities facing the challenges of transitional development, which is to attract quality talents in the surrounding areas by improving regional transportation, to cultivate new local talents by enhancing the role of colleges and universities, to provide quality living environment for talents through urban renewal. Ultimately, by enhancing the competitiveness of talents, it will lay down a solid foundation of human resources for industrial upgrading and urban transformation, and realize the benign interaction and cycling among the three elements of human resources, built-up space and industrial system, as well as sustainable urban renaissance and development.
