存量居住区低效用地再开发——慕尼黑“居住在中环”住区更新与再加密策略探析

摘要:中国经济发达城市持续面临拓展城市居住用地并解决快速城镇化副作用的双重压力,而过去 30 年惯用的向外扩张和大拆大建模式已难以满足当今土地集约使用和城市低碳发展的要求。新的形势呼唤新的城市用地拓展模式,德国经济发达城市对既有受噪声困扰居住区的存量低效用地进行再加密,提供了一种城市向内发展的思路。本研究对这类开发的典型案例——慕尼黑“居住在中环”项目的社会历史背景、运行机制和设计策略进行了解析。研究表明,再加密模式不仅提供了拓展城市建设用地的新选项,还是建成区既有城市问题的可持续解决方案,对存量开发时代的中国城市发展具有较大的参考价值。
Abstract:China’s economically developed cities continue to face the dual pressure of expanding urban residential land and solving the side effects of rapid urbanisation, but the traditional path of outward expansion or large-scale demolition-construction in the past thirty years no longer meets today’s requirements for intensive and compact land use and low-carbon energy-saving urban development. The new situation calls for a new model of urban land development, and the redensificationof existing residential areas using residue-spaces from previous urban expansions in German economically developed cities offers a new way for the inward development of cities. This study analyses the socio-historical background, operational mechanisms and design strategies of the “Reside Alongside the Middle Ring” (Wohnen am Mittleren Ring) project in Munich, a typical example of this type of development. The study shows that re-densification not only offers a new option for increaseing urban residential land, but is also a sustainable solution to existing urban problems in built-up areas, and thus has a great referential value for possible future re-densification in Chinese Cities.
