当前我国大陆地区城市更新实践面临着推动难度大、协调成本高、财政和行政负担过重等问题，“更新不动”已成为普遍难题。笔者认为，宏观意义上的信任是城市更新中多元主体合作的前提和基础，而制度是信任的基础、载体和对象。为此，本文构建了“规则—角色—程序”的制度分析框架，以我国台湾地区尤其是台北市都市更新中的制度供给作为研究对象，从规则的公平公正性、角色的可靠可信性、程序的透明正式性三个方面总结其都市更新中信任制度构建的经验和不足，进而提出在大陆地区城市更新中构建制度型信任的三点启示 ：（1）政府应调整定位，出台适用于存量更新的法律法规 ；（2）培育社会中介组织，建立多元合作的治理结构 ；（3）坚持透明正式的更新程序，营造互信环境。

Currently, urban renewal in mainland China is hardly promoted, faced with problems such as high cost of coordination, excessive fiscal and administrative burdens. In this paper, we believe that “trust” in the macro sense is the premise and foundation of cooperation among multiple subjects in urban renewal, and the institutional supply is the foundation, carrier, and object of trust; therefore, this paper constructs an institutional analysis framework of “rules—roles—routines”. Taking the case of urban renewal in Chinese Taiwan, especially Taipei City as an example, this paper analyzes the experiences and reflections of trust generating in urban renewal from three aspects of fair and just rules, reliable and trustworthy roles, and transparent and standardized routines, then to put forward three strands of policy implications for the generation of institutional trust for urban renewal in mainland China: (1) shifting the role of government and establishing laws and regulations suitable for urban renewal in contemporary China; (2) cultivating social intermediary organizations and establishing a multilateral cooperative governance structure; (3) implementing clear and formal routines to create the environment for mutual trust.
