商业促进区(BID)城市空间治理模式研究——以纽约为例

摘要:商业促进区是当前国际上用于提升城市商业街区活力、推动街区共建共治的特定治理模式,已久经考验,在欧美得到广泛应用。本文对纽约市的社区型、主街型和企业型三类商业促进区案例进行梳理、分析和比较,展现不同尺度和层级的商业促进区各自的特点、优势和不足,并从职能范围、财税体系、合作架构、社区营造和更新策略等方面深度剖析这一模式对我国当下城市空间治理转型发展的启示与意义。
Abstract:Business Improvement District (BID) is a space governance model used to enhance the vitality of urban commercial districts and promote the co-construction and co-governance of neighborhoods, which has been widely used in Europe and the United States after a long period of practice. This paper reviews, analyzes and compares three types of business promotion districts in New York City: community, main street and corporate, showing the characteristics, strengths and weaknesses of each business promotion district at different scales and levels. It also reveals the inspiration and significance of this model for the transformation and development of China’s current urban space governance from various aspects such as functional scope, financial and taxation system, cooperation structure, community creation and renewal strategy.
