Experience and Enlightenment from Seattle Rezoning System in the Context of Urban Regeneration

Abstract:
In the context of urban regeneration in China, how to scientifically, efficiently, and orderly promote land use adjustment to adapt to new urban and social development needs is a pressing issue. In Seattle, the development from zoning to rezoning has undergone more than a hundred years, and this city has actively developed a set of comprehensive rezoning systems that are suitable for its own development, laying a solid foundation for achieving sustainable urban regeneration. This paper traces the changes in the establishment of relevant institutions for rezoning by the Seattle government throughout history and further focuses on the rezoning phase, analyzing and discussing its organizational structure, functional changes, and basic guarantees. Based on this, this paper summarizes and proposes four enlightenments for the adjustment of regulatory detailed planning, including establishing a sound institutional configuration and functional system, forming a multi-channel communication and negotiation mechanism, strengthening community-centered public participation, and constructing a sound legal and policy guarantee system.
