An Exploratory Study on International Experience and Local Application of Integrated Development of Urban and Rural Areas: With a Concurrent Discussion on the Concept of Urban-Rural Equalized Development

Abstract:
Entering the new stage of promoting high-quality urbanization development to advance Chinese path to modernization, integrated development of urban and rural areas has become the strategic goal and fundamental guideline for reshaping the urban-rural relationship in China. Based on summarizing the general law of integrated development of urban and rural areas, this paper interprets the development process, major challenges, and issues of Chinese integrated development of urban and rural areas. Combining the practices of integrated development of urban and rural areas in typical countries, it summarizes their common strategies. The study finds that equilized development between rural and urban areas is essentially a comprehensive development concept that mitigates the imbalance between rural and urban areas and establishes a balanced relationship between them. It is believed that Chinese integrated development of urban and rural areas can draw lessons from the concept of “Urban-Rural Equalized Development”, accelerating the empowerment of China’s rural-urban integration process through mechanism guarantees, spatial optimization, township linkage, and kinetic energy injection. This provides possible strategies for promoting the establishment of a more reasonable, balanced, and sustainable urban-rural relationship, and achieving sustainable integrated development of urban and rural areas.
