Vancouver Green City Strategy’s Actions, Experiences and Enlightenment

Abstract:
As one of the first cities to start the practice of green and lowcarbon development, Vancouver has gradually built a dynamic closed-loop development model of the whole process of “strategy - planning - policy - implementation - evaluation” after ten years of practices, which has milestone significance in the process of urban low-carbon development. This paper systematically reviews the characteristics and internal motivations of changes in the two stages of constructing a system framework and focusing on key areas in Vancouver’s urban green development process, and then summarizes and discusses the effectiveness and experience of Vancouver’s five levels, including strategic direction, planning transmission, supporting policies, multi-party collaboration and evaluation mechanism. In order to provide enlightenment and reference for China’s green and low-carbon development, especially the implementation of green and low-carbon oriented urban planning.
