Multipole, Differentiation and Governance: Evolution of Swedish Spatial Planning System and Analysis of Role and Characteristics of Mid-level Planning Tools

Abstract:

Around 2014, the development of the planning system entered a transition phase in Sweden, to reconcile the Development-led and the Planning-led spatial development models, an innovation procedure “Area Planning”was introduced. It works as a conduction tool and is the key to guiding the transformation of the value system of spatial development when SAP returns to power after the whole country continues to lean to the right for more than 30 years. This paper analyses the evolution of the Swedish planning system, summarizing the experience from the perspective of technical tools in two dimensions, one is to improve planning conduction, the other is to enhance the local governance capacity. Finally, it puts forward the consideration about how to improve mid-level planning tools during the reform stage of the planning system in China.
