The proposal of “new urbanization” has strengthened the “peopleoriented”value in China’s urban regeneration. “Implementing Urban Regeneration Action” leads to the two questions of “for whom to regeneration”and “how to act”. The theory of social infrastructure and its regeneration practice, respond to the bottlenecks faced by urban regeneration today from social value orientation and action implementation respectively and become an effective tool to resolve the social conflicts in Chinese cities today. Based on the theories of social infrastructure, this paper summarizes the core experiences of social infrastructure audit, regeneration guidelines, strategic responses and public participation in urban regeneration in Bayside, Australia, by examining its core experiences of dilemma solving, management and operation, plan making, policy coordination and feedback regulation, which provides a systematic and coherent way of thinking about urban regeneration in China.
