A Study of Urban Space Governance Model for Business Improvement District (BID): Based on the Cases of New York City

Abstract:
Business Improvement District (BID) is a space governance model used to enhance the vitality of urban commercial districts and promote the co-construction and co-governance of neighborhoods, which has been widely used in Europe and the United States after a long period of practice. This paper reviews, analyzes and compares three types of business promotion districts in New York City: community, main street and corporate, showing the characteristics, strengths and weaknesses of each business promotion district at different scales and levels. It also reveals the inspiration and significance of this model for the transformation and development of China’s current urban space governance from various aspects such as functional scope, financial and taxation system, cooperation structure, community creation and renewal strategy.
