The Philadelphia Approach: An Analysis of Successive and Harmonious Development Strategies for the Center City’s Architectural Landscape

Abstract:
As a UNESCO World Heritage City, the center city of Philadelphia has seen continuous evolution of urban landscape during three consecutive periods, during which the urban planners implemented policies to preserve and revitalize the city’s architectural landscape. These strategies form what is known as the “Philadelphia Approach”. After analyzing the characteristics and challenges in each period, this paper examines the innovative solutions and managerial wisdom contained in the Philadelphia Approach and the way in which it has guided the successive and harmonious development of urban landscape. These experiences can inspire the work of city managers, urban designers, and architects in China for planning and revitalizing urban landscapes on three scales, city district and urban block.
