Dutch Spatial Planning Inspectorate System and Its Enlightenment to China

Abstract:

Carrying out inspectorate of spatial planning can effectively promote the implementation of spatial planning system. Starting with the emergence and reform of Dutch spatial planning inspectorate institution, this paper analyzes the specific institutional arrangements and characteristics of its spatial planning inspectorate. The Dutch spatial planning inspectorate has a high degree of integration and flexible departmental cooperation; the inspectorate organization has strong independence and transparent information; inspectors have laws to abide by and a complete legal basis. Finally, it is proposed that China can learn from the experience of the Netherlands, and continuously improve and optimize the inspectorate system of China’s spatial planning by establishing the ideas of rigid and resilience integration, expanding the inspectorate tools, promoting institutional independence and guiding public participation.
