Abstract:

Social housing is an important way to improve housing affordability and stabilize the housing market, and how to response housing mandates with high quality and efficiency has become an important issue of social concern. After years of practice and reform, France has formed a distinctive housing system, and its decentralization governance model has become one of the typical representatives of social housing development models in European countries. This paper studies the French social housing policy from the perspective of decentralized governance of local governments, focusing on its housing policy mechanism and implementation effect, with a view to shedding light on China’s affordable housing policy-making.
