Introduction and Enlightenment of Rural Development and Planning Practice in East Asia in the Early 21st Century

Abstract:

Since the 21st century, East Asian economies including Japan, South Korea and Taiwan have entered a new stage of rural construction and development. This paper reviews the practice frontiers and research progress of rural development and planning in East Asia from the perspectives of urbanrural connection, agricultural development, rural settlement and rural governance, so as to provide useful reference for current rural development and planning in Mainland China. For urban-rural connection, the three East Asian economies have generally entered the later stage of high-level urbanization, focusing on the continuous improvement of social welfare in the countryside and promoting various flows between urban and rural. For agricultural development, they advocate the development of ecological, intelligent and efficient agriculture, continuously promoting the large-scale development of agriculture as well as the introduction and cultivation of new types of specialized professional farmers. For rural settlement, they emphasize the urban-rural equity in the allocation of facilities, the reuse of idle space resources, the resilience of disaster response, and the protection and inheritance of cultural landscapes. For rural governance, they fully recognize the importance of up-and-down co-management of social governance, and continue to improve the planning and governance system of rural space. Finally, this paper puts forward the outlook on several topics of rural development and planning research in Mainland China.
