Abstract:

This paper focuses on the basic topic of “Effectiveness of Planning Knowledge Production” when evaluating and studying urbanization and planning in Asia-Pacific, and believes that different types of planning knowledge and corresponding effectiveness standards provide a good support for us to understand and evaluate the effectiveness of planning knowledge and its production. However, the existing research on this topic failed to establish an effective relationship among planning knowledge, effectiveness and planning knowledge production methods, and generally ignored the unique characteristics of planning knowledge. This makes it difficult for existing methods to evaluate the effectiveness of planning knowledge production and planning knowledge to respond to the question of whether planning knowledge is valid in an infinite overlapping, dynamic and relational way, or to fully understand the nature of validity test criteria and the significance of practice in effectiveness evaluation. For these reasons, the solution given by the holism theory is to exhaust the overall conjecture and test with simultaneous logic and structural thinking, and finally grasp the limited planning knowledge that is consistent with the specific relationship (overall) of the planning object and has the best overall benefit. From this solution, the authors find that “The Future of Asian & Pacific Cities Report 2019” does not describe the infinity and dynamic relationship of planning knowledge endlessly, but structurally and strategically grasp the limited key parts for analysis. In a sense, it is an exploration towards effective planning knowledge production.
