都市农业已不再是短暂的流行趋势，而是现代城市体系中的关键组成部分。有学者指出，都市农业通过提供福祉、食物、水源涵养和生物多样性等多种生态系统服务，有助于显著提升城市的气候韧性。尽管上述功能已获得学术界的广泛认可，但并非所有市政当局都将其系统性地纳入城市规划框架。本文通过分析巴黎大区240 份地方城市规划文件对城市集体农业与城市家庭花园的功能定位和相关议题，发现环境保护、景观管理和社会效益是都市农业最受重视的三大功能。基于上述实证结果，本文进一步梳理了法国在将都市农业融入城市规划中的主要特征与存在的问题，并针对中国在气候韧性导向下推进都市农业与城市规划的整合提出了政策建议。

More than a passing trend, urban agriculture has become a part of modern cities. According to some authors, it provides some ecosystem services (well-being, food, water catchment, biodiversity…) contributing to the climate resilience of cities. Although these functions are recognised, not all municipalities integrate those functions into urban planning. The survey conducted in the Ile-de-France Region on 240 land-use local plans and their integration of urban agriculture (UA) and Urban Domestic Gardens (UDG) functions and issues reveal that the most expected functions are environmental, landscape management and social. Based on empirical findings, the paper identifies the characteristics and shortcomings of integrating urban agriculture into urban planning in France, therefore proposing policy recommendations for integrating urban agriculture into climate resilience-oriented urban planning in China.
