多极、分异、治理——瑞典规划体系演进及其中观规划工具的作用与特征

摘要：2014 年前后，瑞典进入规划体系转型阶段。为了重新调和“开发主导”与“规划主导”的空间发展模式，瑞典于总体规划与详细规划之间引入了创新程序“分区规划”，完善并形成了一套中观规划工具体系，既作为承上启下的规划传导层，更是中左翼社会民主党在国家政策持续右倾30余年重新执政后用以引导空间发展价值体系转型的关键支点。本文基于政治经济与社会思潮剖析瑞典规划体系的演进，从技术工具的视角总结瑞典在优化规划传导和提升地方治理能力两个层面的经验，最后通过中、瑞两国对比分析，提出对我国大中城市在国土空间规划体系改革阶段如何优化中观工具的思考。
Abstract：Around 2014, the development of the planning system entered a transition phase in Sweden, to reconcile the Development-led and the Planning-led spatial development models, an innovation procedure “Area Planning”was introduced. It works as a conduction tool and is the key to guiding the transformation of the value system of spatial development when SAP returns to power after the whole country continues to lean to the right for more than 30 years. This paper analyses the evolution of the Swedish planning system, summarizing the experience from the perspective of technical tools in two dimensions, one is to improve planning conduction, the other is to enhance the local governance capacity. Finally, it puts forward the consideration about how to improve mid-level planning tools during the reform stage of the planning system in China.
