城市网络韧性的理论缘起、概念辨析与分析框架

摘要:城市网络韧性是城市网络研究与区域韧性研究结合的产物。城市网络韧性概念的提出,拓展了区域韧性研究的视角和方法,是近年来兴起的热点话题。回顾城市网络韧性的理论缘起,笔者发现不同学者所述的城市网络韧性概念可以细分为“城市网络的本体韧性”和“城市网络支撑的韧性”两种类型。前者指代表征区域空间组织形态的城市网络本体结构应对扰动的能力,后者则指代区域中的城市利用城市网络支撑下的城际互补与协作关系应对扰动的能力。本文在解析城市网络韧性的概念、内涵和机理的基础上,从关键议题判定、测度方法选择和优化策略提出三个方面,探索性地建构了城市网络韧性研究的分析框架。本文可为城市网络韧性研究提供理论和方法参考,进而为面向风险治理的城市与区域空间组织优化提供科学依据。
Abstract:Urban network resilience is the product of integrating urban network research and regional resilience studies. The introduction of the concept of urban network resilience has broadened the perspective and methodology of regional resilience research, becoming a hot topic in recent years. Reviewing the theoretical origins of urban network resilience reveals that the concept, as discussed by different scholars, can be subdivided into two types: “resilience from urban networks” and “resilience of urban networks”. The former refers to the ability of cities within a region to respond to disturbances through intercity complementarity and cooperative relationships supported by urban networks, while the latter refers to the ability of the urban networks’ inherent structural organization, representing regional spatial organization, to respond to disturbances. Based on analyzing the concept, connotations, and mechanisms of urban network resilience, an exploratory analytical framework for urban network resilience research is constructed from three aspects: determining key issues, selecting measurement methods, and proposing optimization strategies. This paper provides an overall framework for urban network resilience research, thereby offering a scientific basis for optimizing urban and regional spatial organization from the perspective of risk governance.
