中国境外产业园区空间资源的优化配置是实现园区高质量发展的关键，其本质是园区土地发展权的分配。现有境外产业园区正迈向高水平本土化阶段，土地发展权共享是园区开发主体处理东道国制度与园区空间发展间关系的集中体现。本文以湄公河流域国家四个中国国家级境外产业园区为例，采用多案例研究法，分析园区土地发展权共享模式及其形成过程。研究发现：（1）园区土地发展权共享分为空间配置权利共享和空间增值收益共享两类；（2）园区土地发展权共享是在东道国制度存在弹性空间的前提下，中方开发主体与东道国相关利益主体博弈的结果；（3）现有园区土地发展权共享存在规划技术推广的在地化不足、适应性不强，空间增值收益共享的深度与广度不够等问题。笔者建议在境外产业园区规划建设中进一步探索覆盖不同国别、类型、层次的土地发展权共享策略，促进园区开发主体与东道国主体间“利益共同体”的构筑。

The optimal allocation of spatial resources within China’s overseas industrial parks is crucial for high-quality development. This allocation fundamentally depends on realizing land development rights. As these parks localize further, sharing land development rights signifies the complex interplay between the host country’s institutions and the parks’ spatial development. A multi-case analysis of four of China’s national-level overseas industrial parks in Mekong River Basin countries identifies three key findings: (1) land development right sharing manifests as spatial allocation rights and spatial value-added benefit sharing; (2) its dynamics stem from negotiations between Chinese developers and host-country stakeholders, enabled by flexible local planning and park governance; (3) current challenges include limited adaptability of China’s planning technology and insufficient benefit-sharing depth. The study proposes country-, type-, and level-specific land development right sharing strategies to foster a stronger “community of interests” between overseas industrial parks and host nations.
