德国工业用地更新中的临时性使用——以施普雷河区与汉堡港城为例

摘要:固化的用地管理和复杂的规划调整流程等在很大程度上阻碍了我国工业用地正式更新的推进,由此带来以临时性使用为特征的非正式更新现象及其政策支持。德国经验揭示出临时性使用在工业用地更新中可以与正式规划形成积极的互动关系,因此本文以柏林施普雷滨河区中段更新与汉堡港城改造为实证对象,对比分析被动型和主动型两类临时性使用在德国工业用地演进中的具体作用、运作特征以及管理机制等,为我国工业用地更新的临时性使用措施建设提供参照。研究发现被动型临时性使用先于正式规划而发生,可为工业用地转型探索方向;主动型临时性使用在正式规划的引导下开展,可推动工业用地转型并保持用地活力。
Abstract:Since rigid land management and complex processes of urban planning adjustment have largely hindered the progress of formal regeneration of industrial lands in China, the phenomena and policies of informal regeneration characterized by “temporary use” come into view. German experience reveals that temporary use can interact with formal planning pretty well in the regeneration of industrial land. Therefore, this paper takes the practices in Berlin’s Media Spree and Hamburg’s HafenCity as empirical cases, to compare and analyze the specific roles, operational characteristics and management mechanisms of two types of temporary use, which include “passive” and “active” modes. The study finds that “passive” temporary use occurs before formal planning, while “active” temporary use always carries out under the guidance of formal planning. What’s more, the former helps to explore the direction of industrial land transformation, while the latter promotes the transformation of industrial land and maintains the vitality of land use.
