行动导向下的社会基础设施更新实践启示——以澳大利亚贝赛德市为例

摘要：新型城镇化的提出强化了我国城市更新工作“以人为本”的社会价值导向。“实施城市更新行动”进一步引出了对“为谁而更新”和“如何开展更新行动”两个问题的思考。而社会基础设施理论及其更新实践，从社会价值导向与行动实施层面分别回应了当下城市更新工作面临的瓶颈问题，为解决城市社会矛盾提供了有效工具。本文在梳理社会基础设施理论的基础上，通过研究澳大利亚贝赛德市所开展的社会基础设施审计、更新导则、策略应对以及公众参与的案例，总结其在城市更新中提供的困境破解、管理运营、计划制定、政策协同以及反馈调节等核心经验，为我国当下开展上下结合的城市更新工作提供了系统性、连贯性的行动思路。
Abstract：The proposal of “new urbanization” has strengthened the “peopleoriented”value in China’s urban regeneration. “Implementing Urban Regeneration Action” leads to the two questions of “for whom to regeneration”and “how to act”. The theory of social infrastructure and its regeneration practice, respond to the bottlenecks faced by urban regeneration today from social value orientation and action implementation respectively and become an effective tool to resolve the social conflicts in Chinese cities today. Based on the theories of social infrastructure, this paper summarizes the core experiences of social infrastructure audit, regeneration guidelines, strategic responses and public participation in urban regeneration in Bayside, Australia, by examining its core experiences of dilemma solving, management and operation, plan making, policy coordination and feedback regulation, which provides a systematic and coherent way of thinking about urban regeneration in China.
