摘要:在全球化语境下,“城市—区域”已经成为提升全球竞争力的核心空间载体,跨界治理也逐渐成为区域空间研究的关键议题。尺度重构理论为区域空间生产和区域治理提供了有力的分析工具,文章基于尺度重构视角构建“资本—空间—权力”的分析框架,以深港城市—区域为例进行了实证研究;简要回顾了全球化语境下的深港关系演变和区域空间规划历程,从空间格局、动因机制、尺度层级三方面揭示深港城市—区域尺度重构的路径特征,发现当前新一轮尺度重构中“资本”和“权力”的主导地位与互动机制发生了转变;之后进一步对香港“北部都会区”的尺度重构进行解析,指出演化进程中新旧尺度相互冲突、横向尺度主体囿于领域陷阱、垂直尺度层级复杂叠加等问题,并提出了尺度校准与权力调整响应、区域尺度平台建设、新建尺度层级嵌入既有尺度框架等策略建议。
Abstract:In the context of globalization, “city-region” has become the core spatial carrier to enhance global competitiveness, and cross-border governance has gradually become the key topic of regional space research. Rescaling theory provides a powerful analytical tool for regional spatial production and regional governance. Based on the perspective of rescaling, this paper constructs the overall analysis framework of “capital-space-power”, and takes Shenzhen-Hong Kong city-region as an example. This paper briefly reviews the evolution of Shenzhen-Hong Kong relations and regional spatial planning in the context of globalization, and reveals the path characteristics and evolution trend of Shenzhen-Hong Kong city-region rescaling from three aspects: spatial pattern, motivation mechanism and scale level. It is found that the dominant position and interaction mechanism of “capital” and “power” have changed in the new round of scale reconstruction. It further focuses on the scale reconstruction of the Northern Metropolis of Hong Kong and the cross-border governance of Shenzhen and Hong Kong, points out the problems of the conflict between the old and new scales in the vertical process, the limitation of horizontal scale subjects to domain traps, the complex superposition of vertical scale levels, and puts forward strategic suggestions such as scale calibration and power adjustment response, the construction of regional scale platform, and the embedding of new scale levels into the existing scale framework.
