社区作为城市内涵式创新发展基本单元的作用正逐步被强化，尤其是将时间维度融入社区规划与建设体系后，极大地改变了人们对社区功能结构、空间组织与治理运营等模式的认知。2014 年，上海在国内率先提出“15 分钟社区生活圈”这一基于时空间行为视角的单元概念，尊重城市的发展流变，强化对社区各时间要素的综合治理，以积极应对城市化和全球化背景下社区社会结构的变化趋势和复杂诉求。笔者通过梳理上海15 分钟社区生活圈理念的演进特征和典型实践，提炼上海社区规划探索中的三个主要时间路径：一是通过整体优化生活圈的时空结构来系统提升社区空间的时间价值；二是通过精准引导个体行为的时空匹配来维护社区资源的时间秩序；三是以更具韧性的时空动态治理多维回应社区生活的全时诉求。在人本价值导向回归的背景下，对相关策略的整理与实施评估将为时间城市规划在各地社区层面的实践应用提供借鉴启示。

The role of communities as the basic unit of urban innovation and development is gradually being strengthened, especially after integrating the time dimension into the community planning and construction system, which greatly changes the understanding of community functional structure, spatial organization, and governance operation models. In 2014, Shanghai was the first in China to propose the unit concept of “15-minute community life unit” based on the perspective of temporal and spatial behaviors, respecting the development and changes of the city, strengthening the comprehensive management of various temporal elements of the community, and actively responding to the changing trends and complex demands of community social structure under the background of urbanization and globalization. By analyzing the evolution characteristics and typical practices of Shanghai “15-minute community life unit” concept, three main time paths in Shanghai community planning exploration are proposed. First, by optimizing the spatiotemporal structure of the life circle as a whole, the temporal value of community space is systematically enhanced. Second, by accurately guiding the spatiotemporal matching of individual behavior. The third is to respond to the full-time demands of community life in multiple dimensions through more resilient spatiotemporal dynamic governance. In the context of humanistic value oriented regression, the organization and implementation evaluation of relevant strategies will provide reference and inspiration for the practical application of temporal city planning at the community level in various regions.
